There are calls for private skip companies in Jersey to have use of one central depot.
Deputy Phil Rondel wants the States to provide a government-owned site, so that the recycling of waste materials can be sorted more efficiently.
Sorting waste is a noisy business which can upset neighbours. One company is facing having to move for the third time in as many years.
That's why Deputy Rondel is suggestuing a central skip hub - to reduce disruption and make it easier to sort rubbish from recyclables.
But the Minister for Planning and Environment, Freddie Cohen, says the problem with States-owned sites is that they come with a significant financial value.
An obvious site for the skip hub would be on land next to the new incinerator, but Senator Cohen says it could easily be developed further for industrial usage.
Deputy Rondel counters that the financial value of States-owned sites, shouldn't be the priority. 'Whether the site is valuable or not, whichever site we chose, we owe the people of Jersey to put it in a central location'. And Deputy Rondel says it's a scheme which could be profitable, as companies would be charged to use the site.
He also believes the infrastructure is needed if the States are to continue encouraging islanders to recycle.
