John Jacques reports on the decision to scrap plans for an incinerator
Guernsey's States have voted overwhelmingly to scrap plans for a multi-million pound waste-to-energy plant at Longue Hougue.
The decision followed a much closer earlier vote which amended a requete from Deputy Jan Kuttelwascher. That gave deputies the opportunity to throw out the Suez proposals.
Guernsey is now left without the plant which would have been at the heart of its waste strategy.
Concerns have been raised about the legal and financial implications of a u-turn on the plant.
It's known the decision will cost the States between £0.8 m and £3.2m plus any further legal costs.
The man leading the Public Services Department, Deputy Bernard Flouquet, says he will not resign.

Deputy Mary Lowe was the politician who led the attack on the incinerator. Her amendment went through by just one vote - 22-21 - after the environment department members abstained.

The next step in finding a waste solution could lie in Jersey. The States voted in favour of looking at exporting Guernsey's rubbish to Jersey. An incinerator under construction at La Collette will, initially, have far more burning capacity than the island needs.

Be are that there seems to be plans to start up a wood waste incinerator at Vazon Bay which will burn chemically contaminated waste wood - the licence is just about to be issued. See

Well i have to say "Well done Guernsey". It has been in the minds of many politicians in Jersey that taking Guernsey's waste we would need a larger incinerator and that is why we in Jersey are spending £150m instead of getting the public to recycle and business to get manufactures not to use so much packing on their goods.

Mr Flouquet's position is untenable. How can a man who was so anti "ZERO WASTE" now be in charge of a team to come up with a waste strategy for Guernsey. It stinks more than the incinerator would have. Do the honorable thing and "go". I see them coming up with a plan that wont work then turning round and saying " I told you so... I told you we should have had an incinerator". The States should be putting together a task force that has ZERO WASTE at it's heart.

Guernsey people have been recycling like mad for many years.
It appears that businesses have not, perhaps relying on the proposed incinerator.
Now that the incinerator has been thrown out, and I was a signatory against it, businesses will now 'pay up' and recycle.
This will minimise rubbish that needs to be dealt with. This minimal waste can be sent to Jersey, at a cost but not at £93m over 25 years.
Mr. Brouard and others have solutions. Perhaps export to Jersey will never happen.
If Suez try and sue Guernsey, they have only themselves to blame... by putting forward such a ridiculous amount... they thought the Guernseyman had bottomless pockets... we do not, neither is the Donkey going to be led by the nose to be stripped financially. We have seen the results of 'government' and big business like the banks (RBS etc...) in the UK etc... the Donkey is no fool, nor a cash cow!
Sorry suez... like your canal predecessors in Panama, your costs and endeavours were far too high, and insubstantial.

1. Well done to the politicians who had the strength and common sense to vote against B Flouquet and Suez.
2. How does Mr Flouquet think he has any credibility whatsoever to lead a political team and PSD forward on this issue. History shows us that when the last incinerator was rejected, PSD were told to form a new plan, and surprise surprise they put forward another incinerator, so how can we expect open and progressive minds from this lot.
Surely we should have a vote of no confidence in him,his team, PSD and their off island consultants.
3. I hope a recorded vote was taken and this should be published in the Guernsey Press.
4. I guess this means Monsiuer Le Pissier of Suez will be leaving the Ville au Roi, but who will be picking up the tab for the three year lease?

The more I see Guernsey's states making sound and sensible decisions like this... the more I have admiration for them... Here in Jersey our 'elected representatives' who appear less and less professional daily as they lurch from poor decision to poor decision... Congratulations Guernsey... you can all pop over and have a look at the monster they are building here on our shoreline.... i wont even go into the costs and polllution.... disaster.
